Education/Training Activity - Free vs FFS?

Our lead agency, DVR, which we also have the state contract to provide AT assessments, equipment procurement, and individual training for their clients, has reached out and asked that ATLA do a workshop for counselors. The workshop would be based on a modified and modernized version of the 1994 Tech Points training manual and where considerations for AT would fit into that process. We had provided a similar workshop for them 15 years ago and charged since it was a 1-2 day training in each of the primary DVR sites around the state.

This time the workshop would be virtual and they are asking for either a two-hour, four-hour, or (2) four-hour trainings. The purpose of the workshop is not necessarily to increase skills, knowledge, and competency in assistive technology but rather to train the VR Counselors on identifying when in the DVR process they should consider AT and possibly do a referral to ATLA to do an assessment. 

My question... with the changes to the description of "Educational Activities" in the 21st Century Assistive Technology Act, should we charge for the workshop or would it be counted under the AT Act?

    If anything, the change in terminology from Training to Educational activities potentially broadened the scope rather than narrowed it. From your description, this would seem to be a training/educational activity as authorized by the AT Act. The term AT in the description of increasing skills, knowledge and competency includes AT services which encompasses agency processes necessary to access and acquire AT. That said, the decision to charge a fee or not is completely at the discretion of a State AT Program -- you can charge fees for any authorized AT Act activity or provide any activity without charge.
