Looking for AT suggestions for sip & puff user for 911 access

A question from our CIL:  "I have a consumer who has no movement below the neck.  Limited neck movement as well.  She had a sip & puff Lifeline for many years that worked well until it didn’t.  The new sip & puff she has doesn’t work well at all or maybe now not at all.

Essentially she needs a way to access 911 both up in her wheelchair and in bed.  And in bed even if she is on her C-pap. She has times during the day that she is on her own.  She has MS.  Her voice is also not always consistent. "

Any ideas?
